Everything You Need to Know About Senior Citizen Savings Scheme (SCSS)
The Senior Citizen Savings Scheme (SCSS) is a premier sovereign-backed fixed-income investment specifically designed to provide Indian senior citizens with a guaranteed, high-yielding, regular quarterly income stream throughout their retirement years.
Eligibility Criteria
- General Citizens: Individuals who have attained the age of 60 years or above on the date of opening the account.
- Retirees on VRS / Superannuation: Retired civilian employees aged between 55 and 60 years, provided the deposit is made within 1 month of receiving retirement benefits.
- Retired Defense Personnel: Retired personnel of Defence Services (excluding civilian defence employees) aged 50 years or above, subject to the 1-month investment window.
- Non-Eligible: Non-Resident Indians (NRIs) and Hindu Undivided Families (HUFs) are strictly not eligible to open SCSS accounts.
Taxation Mechanics: Section 80C, 80TTB, and Section 194A TDS
SCSS offers substantial tax advantages coupled with clear tax reporting rules:
- Section 80C Deduction: The principal deposit qualifies for an income tax deduction up to ₹1,50,000 in the financial year of investment under the Old Tax Regime.
- Section 80TTB Exemption: Senior citizens can claim a deduction of up to ₹50,000 per financial year on aggregate interest earned from bank and post office deposits, including SCSS, under the Old Tax Regime.
- Section 194A TDS: If the total annual interest from SCSS exceeds ₹50,000, the bank or post office will deduct TDS at 10%. If your total taxable income is below the taxable threshold, you can submit Form 15H at the start of each financial year to receive your quarterly payouts without any TDS deduction.
Indefinite 3-Year Extensions (November 2023 Amendment)
Previously, an SCSS account could only be extended once for a single 3-year block after the initial 5-year term. Under the amended SCSS rules notified by the Ministry of Finance on 7th November 2023, account holders can now extend their SCSS accounts for multiple consecutive blocks of 3 years indefinitely. Furthermore, extended accounts can be closed after 1 year of extension without incurring any premature withdrawal penalty.
Frequently Asked Questions (FAQs)
Can husband and wife both invest ₹30 Lakh in SCSS?
Yes. The ₹30 Lakh cap applies individually to each eligible person. If both spouses are eligible senior citizens (age 60+ or eligible under VRS/defence criteria), each spouse can open an account with up to ₹30 Lakh, allowing a senior citizen couple to invest a combined ₹60 Lakh to generate ₹4,92,000 in guaranteed annual interest (₹1,23,000 per quarter).
Can I open multiple SCSS accounts?
Yes. You can open multiple SCSS accounts across different post offices or authorized banks (such as SBI, HDFC, ICICI, PNB, Bank of Baroda). However, the cumulative balance across all your SCSS accounts cannot exceed the maximum statutory ceiling of ₹30,00,000.
What happens to the SCSS account upon the subscriber's demise?
In the event of the account holder's death, the account is closed and the entire deposit along with accrued interest is paid to the nominee or legal heirs without any premature closure deduction. If the spouse is a joint holder or sole nominee and is an eligible senior citizen, they may also continue the account under their own name within permissible individual limits.
Does the interest rate change during the 5-year tenure?
No. The interest rate prevailing on the date of opening your SCSS account remains locked and fixed for the entire 5-year initial tenure, regardless of any subsequent quarterly rate revisions by the Government of India.
Is SCSS interest credited automatically?
Yes. The quarterly interest is credited directly via ECS / auto-credit to your linked savings bank account or post office savings account on 1st April, 1st July, 1st October, and 1st January. Unclaimed interest does not earn any additional interest.
