The Complete Guide to National Savings Certificate (NSC) in India

1. What is the National Savings Certificate (NSC VIII Issue)?

The National Savings Certificate (NSC) is an Indian government-backed savings bond initiated through the Department of Posts (India Post). It is designed to promote long-term thrift and fixed-income wealth building among middle-income and conservative savers.

  • Zero Sovereign Credit Risk: 100% principal and interest guaranteed by the Government of India.
  • Minimum Investment: Starts at ₹1,000, in multiples of ₹100, with no upper limit.
  • Fixed 5-Year Lock-in: No premature withdrawals permitted except in the unfortunate event of the certificate holder's demise or forfeiture by court order.
  • Loan Collateral: Widely accepted by PSU and private commercial banks as security/pledge for personal or business loans under Form 1.

2. The Secret Advantage: Section 80C Deemed Reinvestment Rule

Most Indian savers are unaware of the unique tax feature that sets NSC apart from standard Bank Tax-Saver FDs:

Rule 1: The initial deposit qualifies for deduction under Section 80C (up to the ₹1,50,000 limit) in the financial year of purchase.
Rule 2: In Years 1, 2, 3, and 4, the accrued interest is compounded back into the certificate and deemed reinvested. You can claim this accrued interest as a fresh Section 80C deduction in your tax return for each of those 4 years!

The 5th Year Exception: In the final 5th year, the certificate matures and all interest is disbursed with the principal. Because this interest is not reinvested, it cannot be claimed under Section 80C and must be offered to tax under "Income from Other Sources".

3. NSC vs. Bank 5-Year Tax Saver Fixed Deposit: Head-to-Head

Frequently Asked Questions

Can Non-Resident Indians (NRIs) invest in NSC?

No. NRIs are not eligible to purchase National Savings Certificates. However, if a resident Indian invested in an NSC certificate and subsequently became an NRI before maturity, the certificate can be held until the completion of its 5-year lock-in period on a non-repatriation basis.

Is premature closure allowed in NSC under any circumstances?

Premature closure is strictly prohibited before 5 years, except in three specific legal cases: (1) On the death of the single account holder or any of the joint account holders; (2) On forfeiture by a pledgee being a Gazetted officer; or (3) When ordered by a court of law.
